Tolisa River Floodplain Restoration and Biodiversity Conservation Initiative

The Tolisa River in the Municipality of Modriča (Republika Srpska, Bosnia and Herzegovina) once supported diverse riparian and floodplain habitats, with the old riverbed acting as a key ecological corridor for fish, amphibians, birds, and aquatic plants. Today, however, this system is under marked stress. The old Tolisa channel is fragmented and ecologically degraded, biodiversity has declined, and hydrological conditions have become increasingly variable undermining habitat continuity and the river’s natural capacity to buffer floods and droughts.

Human pressures compound these trends. Ongoing and planned infrastructure projects further disrupt connectivity and alter flows, while communities remain largely disengaged from river stewardship. Despite the old riverbed’s ecological value, there are no dedicated protection studies to guide management or restoration. At the same time, Modriča lacks robust flood-protection infrastructure and has only limited flood-defence systems, leaving people and nature more vulnerable to extreme events. Reconnecting the old riverbed, restoring natural flow dynamics and activating local participation will be critical to recover biodiversity and secure the Tolisa River’s multiple benefits for the municipality.
